Benin-Germany security deal nears completion: what it means for the region

As regional security threats mount and Cotonou pursues ambitious economic development, Germany is preparing to sign a new bilateral security agreement while broadening its partnership with the West African nation.

German Ambassador to Benin Dr. Stefan Buchwald reaffirmed this momentum during celebrations marking German Unity Day. He stressed his country’s commitment to supporting Benin’s efforts to stabilize its border areas and drive economic transformation over the long term.

A structured security and military commitment

With armed groups from the Sahel threatening stability in northern Benin, Germany plans to bolster its institutional and operational support.

In addition to regular strategic staff meetings aimed at aligning risk assessments and interventions, a new bilateral security agreement is currently being finalized. This legal and technical framework will govern new programs for training, capacity building, and equipment for Benin’s defense and security forces.

Three pillars of development cooperation

On the socio-economic front, German-Beninese cooperation continues to focus on three priority areas:

  • Good governance and decentralization: Support for public finances and capacity building for local government management.
  • Private sector and vocational training: Aligning youth training with labor market needs to combat unemployment.
  • Natural resource management: Biodiversity preservation and sustainable water management.

Toward accelerated private investment

Beyond official development assistance, Germany aims to encourage more German companies to establish a presence in Benin. The Glo-Djigbé Industrial Zone (GDIZ) and incentive reforms by the Investment and Export Promotion Agency (APIEx) are key selling points being highlighted to attract investors from Europe’s largest economy.

To facilitate trade and intensify economic diplomacy, the German diplomat also expressed hope for the reopening of Benin’s embassy in Germany soon.

This strategic rapprochement confirms Benin’s position as a key partner for Germany in West Africa, combining security imperatives with sustainable development.
